Residential Development Code - Neighbourhood Character
The recent review of the state’s planning system includes the release of a Residential Development Code, which will come into effect in stages, starting in March 2009. The Code will apply in designated residential zones for major alterations and additions to existing homes and for new dwellings which meet the Code.
It has been acknowledged that certain areas where the Code will apply may have unique neighbourhood character that requires specific attention to ensure this character is retained. To ensure that these areas are recognised councils have until 31 March 2009 to identify potential character areas.
Criteria to assist councils to identify areas of character have been prepared and are contained in a Residential Neighbourhood Character Submission Form. This form is separated into two parts and is designed to be used by councils to record information relating to the area(s) they consider warrant being listed as character areas.
Part A of the Form will need to be submitted to the Minister for Urban Development and Planning for his consideration by 31 March 2009. A Word version of the Form is also available for electronic completion under the links below.

A Guide has been prepared to assist councils in completing the Residential Neighbourhood Character Submission Form and should be read before filling out the Form.
In addition, a series of mapping layers have been added to Atlas SA to assist councils in completing Part A of the Residential Neighbourhood Character Submission Form. Information on using these mapping layers can be found in a simple to use Handbook.
