Background
As part of a program to improve the operation of the planning and development system, a set of System Indicators relating to strategic planning, development policy formulation, development assessment, appeals and compliance issues has been established.
These System Indicators measure the number and timeliness of statutory actions and decisions, and apply to councils, Development Assessment Panels, consultation and referral agencies (including Planning SA), the Development Assessment Commission, private building certifiers and the ERD Court.
Stage 1
On 10 November 2005, the Stage 1 System Indicator Regulations were gazetted - the Development (System Indicators) Variation Regulations 2005. These relate to the number of statutory actions and decisions. The first quarterly reporting period is 1 January 2006 to 30 March 2006, with the data to be provided by 21 April 2006. The regulation changes can be found online in the Government Gazette for 10 November 2005 (page 3935).
Stage 2
On 9 February 2006, the Stage 2 System Indicator Regulations were gazetted - Development (System Indicators) Variation Regulations 2006. These relate to the timeliness of statutory actions and decisions. The first quarterly reporting period is 1 July 2006 to 30 September 2006, with the data to be provided by 21 October 2006. The regulation changes can be found online in the Government Gazette for 9 February 2006 (page 508).
What are the statutory timelines referred to in the Stage 2 System Indicators?
The Development Regulations set out the statutory timelines for all development assessment decisions. These timelines are summarised in the table available here: Statutory Timelines - Development Assessment [PDF 20KB]
The timelines for PARs are set out in the Statement of Intent for each PAR signed by the Council and the Minister.
